Pacific Salmon Commission
The Government of Canada is currently seeking to establish a roster of qualified candidates to fill future Commissioner or Alternate Commissioner vacancies on the Pacific Salmon Commission. These positions are held for representatives of the commercial fishing sector; recreational fishing sector; and scientific/environmental interests. The Pacific Salmon Commission (PSC, “the Commission”) is the body formed by the governments of Canada and the United States (U.S.) in 1985 to implement the Pacific Salmon Treaty (PST).
The mandate of the Commission is to facilitate cooperation between Canada and the U.S. in the management, research, and enhancement of Pacific salmon stocks. The Commission provides recommendations or advice to each country on any matter pertaining to the Treaty and serves as a forum for negotiations of annual management plans for the major intercepting fisheries.
The Pacific Salmon Treaty specifies administrative rules such as the location and frequency of meetings, establishes fisheries management guidelines and policies, outlines research recommendations, and establishes specific tasks and responsibilities for the Technical Committees and Panels.
Each country retains jurisdictional management authority of their fisheries, but manages them in a manner that is consistent with the rules set out in the Treaty.
The fundamental role of the Pacific Salmon Commission is two-fold:
- To prevent overfishing and provide for optimum production; and
- To provide for each Party to receive benefits equivalent to the production of salmon originating in its waters.
The PSC is comprised of four Commissioners and four Alternate Commissioners from each country. For Canada, appointments to the Commission are made by the Minister of Fisheries and Oceans and the Canadian Coast Guard. Commissioners and Alternate Commissioners are appointed to reflect a cross-section of interests and perspectives, including Fisheries and Oceans Canada (DFO), Indigenous Groups (First Nations), the Province of British Columbia, the commercial fishing sector, the recreational fishing sector and scientific/environmental interests.

Members will be appointed based on their knowledge, experience and capability to contribute to the work of the Pacific Salmon Commission. Education and experience
- A degree from a recognized university or an acceptable combination of education, training or job-related experience
- Experience serving in some capacity as an elected representative of a relevant stakeholder organization
- Experience with respect to the Pacific salmon commercial fishing sector; recreational fishing sector; or scientific/environmental interests
- Experience in developing and maintaining relationships with Indigenous partners, stakeholders and/or clients
Asset qualification
- Experience with Indigenous traditional ecological knowledge with respect to Pacific salmon.
Knowledge, abilities and skills
- Knowledge of the Canadian Pacific salmon fishery
- Ability to communicate effectively, both orally and in writing
- Ability to develop and maintain effective working relationships and work within a team
- Ability to attend meetings and contribute to the work of the Commission
- Ability to represent, broadly, the interests of Canada (not solely the interests of the sector or interest group to which they are affiliated) with respect to the Pacific salmon fishery and conservation of Pacific salmon
- Demonstrate skills in the areas of diplomacy and good judgement (e.g. respect for the interests and views of others)
- Ability to compromise to seek common solutions to complex issues

- Proficiency in both official languages would be an asset, but is not required.
Eligibility factors and conditions of employment
In your application, it will be important that you confirm you meet the following requirements:
- Indigenous, commercial, recreational and science/conservation members of the Commission must not be employees of the Government of Canada or Provincial/Territorial Governments at time of appointment.
- Members must be able to regularly attend meetings and contribute to the work of the Commission.
- Members must be willing and able to travel to various locations within Canada and internationally (the United States).
- Members must be Canadian Citizens or Permanent Residents and reside in Canada.
