Proposal guidelines for infrastructure projects under $100,000 (Quebec Fisheries Fund)
These are outlines of the information required to assist us in evaluating your proposed project.
The application for financial assistance form must be attached to your proposal. All proposal documents must be submitted in both paper and electronic format (USB/memory stick). Applicants are advised that it’s their responsibility to adopt appropriate security safeguards while transmitting information to us. For this reason, we cannot accept proposals or accompanying documents via email.
Additional information or clarification may be required from you by a program officer during the review of the information provided. Some projects may require advice from experts in a particular field as part of the screening process.
The format of the proposal should be as a simplified business plan, with a description of purpose and objectives in seeking contribution funding relating to the fund objectives. The following is an example of a simplified business plan. It’s necessary to address each of these sections in the proposal. The instructions below provide points for consideration when writing the proposal.

Project title
Provide a short concise title that conveys what the proposed product/process/service will be.
Applicant information
Provide name of applicant and applicant’s business, organization or institution.
Project summary
Provide a short description of the proposed activities, including expected start and completion date.
Goals and objectives
Describe the goals and objectives of the project and explain how they relate to the fund’s objectives. For example:
- Does the project respond to a documented or recognized problem related to the commercial fisheries, commercial aquaculture or aquatic products processing sector in Quebec?
- List any of the issues and/or priorities to be addressed and identify all proposed solutions and actions to answer them.
- Does the project benefit/impact the commercial fisheries, commercial aquaculture or aquatic products processing sector?
- Describe how they will benefit from the proposed project (for example, increased productivity).
- Does the project provide critical infrastructure or other adaptations to assist the fishery, aquaculture or aquatic products processing sector in Quebec?
- Describe how the effectiveness and sustainability of the sector will be impacted.
Project details
- Describe proposed activities, including planning process, expected results and planned long-term actions (such as follow up or maintenance).
- Indicate any proven technique/methodology you will use.
- What are the expected results of the project?
- What measures will be implemented to ensure the sustainability of the project?
- This includes anticipated activities beyond the Quebec Fisheries Fund project lifecycle.
- Identify any:
- impact the project might have, such as ecologic or socio-economic impacts
- monitoring or follow-up actions that might be taken
- Provide an overview of current and proposed capacity to meet project deliverables by providing the experience/expertise of the applicant, project leader and any project collaborator(s).
Financial details
- Provide project cost estimates to be covered by all sources of funding in Table 1 below.
- Include a brief description of the project costs to be funded and the amount requested for the whole duration of the project.
- Complete Table 2 below and identify all sources of funding (cash and in-kind costs) confirmed or expected, including the Quebec Fisheries Fund contribution requested.
- Each organization must be listed using separate rows.
- State any amounts owed to government in respect to taxes or government withholdings (provincial or federal).
- Provide the applicant’s current and historical financial statements.
- For example, financial statements or complete T1 tax returns for the last 3 years.
- NOTE: black out applicant’s SIN number and date of birth on all tax return pages.
- Provide any relevant supplier quotes.
