About our fees
Small Craft Harbours (SCH) service fees are levied where applicable to services pursuant to the Fisheries and Recreational Harbours Regulations (FRHRs). Specifically, these include berthage, wharfage and storage, which can be found under Schedules II, III, and IV respectively in the regulations.
In addition to conditions prescribed in the regulations, the fees described therein do not apply to:
- Harbour facilities that are managed under a contract (lease, rental or other agreement). For example, those that are managed by an incorporated Harbour Authority (HA) on behalf of Fisheries and Oceans Canada; and,
- Where harbour facilities do not offer these services to the extent that the established service standard for SCH under the DFO remissions policy applies.
Rates
Rates for berthage, wharfage and storage are provided as specified below. These rates will be adjusted annually for inflation on the first day of January, based on the Consumer Price Index.

Taxes
The owner/operator is responsible for establishing the tax status of a vessel with regard to:
- Quebec sales tax (QST)
- provincial sales tax (PST)
- harmonized sales tax (HST)
- goods and services tax (GST)

Invoicing and payments
SCH program staff identify and provide invoices for services on a monthly, quarterly, or annual basis, depending on the applicable rate. The fee is applied to the vessel and is normally payable by the entity that has control of the vessel such as the:
- charterer
- shipping agent
- ship owner or operator
You must pay the fee within 30 days of the invoice date. Send your payment to the accounting hub along with a copy of the invoice either by email, fax or post.
Interest is charged on overdue accounts as of the 31st day after the invoice date. This charge is compounded monthly, at the average Bank of Canada rate for the preceding month, plus 3%.
Vessel operators will receive a statement of account from the Fisheries and Oceans Canada accounting hub on a monthly basis, detailing all related transactions.
