Archived - Eligibility Criteria for Fleet Exemptions Under PIIFCAF

The new inshore regulations replaces this content starting April 1, 2021.

The Commercial Fisheries Licensing Policy for Eastern Canada is being updated to reflect these new regulations.

  1. Have in place, at the time of providing the exemption, an Individual Transferable Quota (ITQ) program for five years or more.
  2. At the time that the ITQ program was introduced in the fleet, the purpose of the ITQ program was to achieve self-funded fleet restructuring.
  3. As a result of the ITQ program, the fleet has experienced significant restructuring and rationalization.
  4. There is evidence of active quota transfer activity under quota transfer regimes.
  5. A significant number of licences are operated by Designated Operators.
  6. How will the exemption benefit the fleet
  7. Whether there will be significant negative impacts on other fleets if this fleet is exempted.
  8. Whether the exemption will negatively affect conservation of the resource or sustainable fisheries.
  9. Outline how the fleet established consensus.
