Data users are encouraged to consider that year-to-year reports may be different in content and the number of reports available.

Factors contributing to this variability can stem from changes to:

• reporting templates
• reporting requirements
• regulatory environment
• facility information, such as:
• stage of production
• number of site reports
• procedures or practices
• improved operating practices or training
• calculation methods and/or units of measurement
