Overview in support of the 2020-21 Main Estimates
Introduction
- With the end of the two year Estimates Reform pilot project, the 2020-21 Main Estimates do not include Budget items. These are being sought in-year through Supplementary Estimates.
- The 2020-21 Main Estimates were tabled by the President of the Treasury Board on February 27th, 2020.
- Parliament subsequently voted on and approved two distinct Interim Supply bills which provided DFO with a portion of our total voted authorities. The remaining voted authorities will be obtained once Royal Assent on Full Supply is granted in December 2020.

Key changes between 2019-20 and 2020-21 Main Estimates
- Fisheries and Oceans’ 2020-21 Main Estimates total $3,462.6 million, which is $468.6 million more than the 2019-20 Main Estimates ($ 2,994.0 million).
- Key increases included in the 2020-21 Main Estimates ($836.2 million):
- New funding to advance reconciliation on Indigenous rights issues and fisheries - $367.0 million
- New funding for the Canadian Coast Guard's fleet recapitalization projects - $169.6 million
- New funding to strengthen environmental protections and address concerns raised by Indigenous groups regarding the Trans Mountain Expansion Project - $82.7 million
- Planned funding profile change to maintain mission-critical services to Canadians - $29.9 million
- Funding for signed collective agreements - $27.7 million
- New funding for the Canadian Coast Guard program icebreaker project - $24.9 million
- Various other initiatives - $134.4 million
- Key decreases included in the 2020-21 Main Estimates ($367.6 million)
- Planned funding profile change for renewing Canada's network of small craft harbours - $136.6 million
- Planned funding profile change for the Canadian Coast Guard Offshore Oceanographic Science Vessel project - $74.3 million
- Planned funding profile change to procure icebreakers for the Canadian Coast Guard - $57.8 million
- Sunsetting funding for Federal Infrastructure Investments - $30.8 million

- Parliament subsequently voted on and approved two distinct Interim Supply bills, which has provided the Department the following cash authorities:
- Vote 1 (Operating) – 9/12 = $1,358.2M
- Vote 5 (Capital) – 9/12 = $582.6M
- Vote 10 (G&Cs) – 11/12 = $654.7M
- Parliament will vote on the remaining 12ths, to provide the Department with the balance of its cash authorities pertaining to Main Estimates.
