2020-21 Supplementary Estimates (A) Overview
- Supplementary Estimates serve two main purposes:
- To seek authority from Parliament to revise the Departments’ spending levels; and
- To provide Parliament with information on changes in the estimated expenditures.
- Contrary to the past two years there was no Budget Implementation Vote for 2020-21 and three Supplementary Estimates exercises are expected to be tabled: (A), (B) and (C).
- Supplementary Estimates (A) were tabled by the President of the Treasury Board on June 2, 2020 and received Royal Assent on June 26, 2020.

2020-21 Supplementary Estimates (A) Items
New Funding
- $469.4 million for payments to support Canada’s fish harvesters pursuant to the Public Health Events of National Concern Payments Act
- $62.5 million for payments to the Canadian Seafood Stabilization Fund pursuant to the Public Health Events of National Concern Payments Act
- Although the amount is entirely identified under DFO, this had no impact on Regional Development Agencies to proceed with payments and deliver the program
- $20.2 million for the Short-term Response to the Big Bar Landslide on the Fraser River, British Columbia Obstructing Pacific Salmon Migration
- $6.6 million to Advance Definition Work for the Canadian Coast Guard Polar Icebreaker Project
- $4.0 million is being held in a frozen allotment until a decision related to the construction of this vessel has been taken.
Technical Adjustments
- $0.6 million for reinvestment of revenue received from polluters or the Ship-Source Oil Pollution Fund for clean up costs associated with oil spills
- Received funds are used to offset cleanup costs incurred by the Canadian Coast Guard.
Internal Reallocation
- $0.2 million from the grant program to support organizations associated with research, development, management and promotion of fisheries and oceans-related issues to the grant program for the disposal of small craft harbours
