Only the below groups are eligible to receive funding.

- Indigenous Communities, bands and settlements
- District councils, chiefs’ councils or tribal councils
- Indigenous associations, organizations or societies
- Indigenous fisheries
- Commissions
- Councils
- Authorities
- Boards
- Indigenous economic
- Institutions
- Organizations
- Corporations
- Co-operatives
- Partnerships or aggregations of Indigenous groups
- Bodies or entities established by rights-holding communities to represent them
- Indigenous scholars associated with organizations, governments, boards, commissions, communities, associations or authorities
- Service providers working with Indigenous organizations in fish and fish habitat (mandated by Fisheries and Oceans Canada)
- Non-government organizations
- Not-for-profit organizations
- Charitable and volunteer organizations
- Professional associations
- Local organizations
- Community associations and groups
- Seniors’ and youth groups
- Service clubs
- Academia
- Research
- Academic institutions
- Educational institutions
- Industry
- For-profit organizations
- Small businesses with less than 500 employees
- Companies
- Corporations
- Industry association
- Municipal or local governments

Who cannot receive funds
The following entities are not eligible to receive funding:
- Individuals
- Non-Canadian organizations
- Provincial and territorial governments
- Federal departments, agencies and Crown corporations
